Lawyer and Notary Public with over forty years of experience in the professional practice. Graduate from the University of Costa Rica, with advanced studies at Loyola University, New Orleans, United States.
He has been part of the Supreme Powers as a legislator, Vice-Minister of Government and Minister of Public Security. He has also been the manager of the Costa Rican Oil Refinery (RECOPE) and the Bank of Costa Rica, as well as a diplomatic representative of the Costa Rican government before Mexico and Panama. He is an active member of the Costa Rican Bar Association.
He is an expert in matters of administrative and constitutional law. He has served as a lawyer and a Notary Public of important banking institutions and financial entities of the country, in addition to being a consultant of renowned private companies, cooperatives and local governments.
