Lawyer and consultant. Graduated from the University of Costa Rica. Obtained a Master’s degree in Economic Law, with emphasis on market regulation from the University of Paris 1 - Panthéon Sorbonne Paris, France. Also, he has a Doctorate’s degree in law from the University of Sorbonne, Paris, for his doctoral thesis in the field of Competition Law and Telecommunications, for what he was awarded a very high honorific distinction.
He was appointed Commissioner of the National Competition Authority (COPROCOM) between 2008 and 2015; and was elected President of COPROCOM from June 2012 to June 2015.
He has worked as a consultant for the World Bank and the Ministry of the Environment and Energy (MINAE), in matters of regulations, competition and telecommunications. Member of the group of drafters of the laws for the opening of the telecommunication market in Costa Rica. He has also accompanied dozens of francophone investors in their investment or expatriation project in Costa Rica. He is an active member of the Costa Rican Bar Association.
Invited professor at the University of Costa Rica in matters of competition, mergers- acquisitions and regulation of telecommunications, and member of the consulting staff of the Inter-American Development Bank (IDB). In addition, he is a speaker at national and international congresses, including those organized by the United Nations Conference for Trade and Development (UNCTAD), the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union, business chambers and local firms in Costa Rica.
